Rocket is the piece that brings them all together and it is fitting that Guardians of the Galaxy Vol. 3 revolves around him because it's about time he gets his spotlight!
It is not overdue nor undercooked. It is the perfect timing to bring up the life story of Rocket.
The narrative revolved around the High Evolutionary being obsessed to get ahold of Rocket with the glimpses of his painful past.
If you're in Rocket's shoes, you'd get it why he has been so adamant about sharing his past because boy, Rocket had seen so much pain right before his eyes.
It's no wonder that Rocket deeply cares about the Guardians even though he has no idea how to say it in words and truth be told, it is one of the most heart-wrenching origin stories that MCU has seen.
In turn, the Guardians reciprocates the love that Rocket gives as they did not give up on him, not once.

Although there is something that some viewers took notice of and it is one of the highly anticipated characters in the MCU -- Adam Warlock.
Adam Warlock is shown as if he is a child and no matter how powerful he is, he has no idea how to control it or wield it on his own volition.
Still, benefit of the doubt, it is the Guardians of the Galaxy Vol. 3, not the Adam Warlock movie.
Guardians of the Galaxy Vol. 3 is just an introduction for the character and he still has a lot of time to prove himself in the future.
For one, Guardians of the Galaxy Vol. 3's post-credits scene already confirmed that Adam Warlock is now a member of the Guardians under the tutelage of Rocket.
Surely, there are bigger things that await his character in the future of the franchise.
