Considering that The Penguin spotlights Batman's most notorious villains, it only makes sense for Poison Ivy to officially make her debut in the ReevesVerse, no?
Here's what convinced fans that Gotham will soon be coming up against Pamela Lillian Isley.

Is The Penguin Setting Up Poison Ivy's Debut in the ReevesVerse?
The Penguin expanded the backstory of Colin Farrell's "Oz Cobb" aka Oswald Cobblepot and introduced Cristin Milioti's Sofia Falcone set in Matt Reeves' The Batman, so it's only natural for the HBO series to add more live adaptations of the Dark Knight hero's common foes into the picture.
In this case, fans surmise that one of these foes may be Pamela Lillian Isley aka Poison Ivy, thanks to the newfound drug Sofia conjured up.
As The Penguin episode 3 titled Bliss showed, Sofia lets in Oz on a little secret. In a new warehouse, they are manufacturing a new drug called Bliss, which is something she came up with during her time at the Arkham State Hospital.
The aforementioned drug actually comes from a rare and fragile white-top mushroom with red spores on it.
The "Bleeding-Tooth" fungi spores supposedly inflict some sort of euphoria on those exposed to it, which gave Oz the idea to name it "Bliss."
While this does not exactly confirm that Poison Ivy is behind the mushroom, this easter egg shouldn't be taken lightly, as the previous easter eggs likely hold significance in the future of The Batman universe's elements.
Still, it would be interesting to add Poison Ivy to the growing roster, especially since the pharmaceutical industry is now committing ties with its former convict, Sofia Falcone.
Since Gotham is suffering from a post-Riddler flood crisis, The Penguin could make use of Poison Ivy's talents with nature and grow their own money for grabs.

For now, fans can wait for more until The Penguin episode 4 releases this Sunday, October 13 on HBO and Max.
