Rhaenyra's son, Jacaerys, is more than confident to take on Aemond and the oldest fire-breather, Vhagar if they take in more of these creatures. But to lead an army of dragons, they would require riders. Who else can ride dragons in House of the Dragon, anyway?

Game of Thrones has looked upon Targaryen blood as unique and the closest beings they could look up to as "gods" beyond the Iron Throne in Westeros. Imagine their awe when Daenerys survived the fire and raised three dragons on her own.

As Rhaenerys previously said in the prequel, everyone describes Targaryens as "closer to gods than to men because of their dragons." However, without them, they're "just like everybody else."

But the words of her father, King Viserys, dispersed that idea, "The idea that we control the dragons is an illusion."

Rhaenerys' son, Jacaerys, suggests in the recent episode of House of the Dragon season 2 that Valyrian histories had written their House to "gild them in glory."

These statements could imply that it is possible that other Houses would be able to become dragon riders had they been given the chance to. So, who else can actually ride the dragons?

Targaryens have had the longest recorded history in "taming" and bonding with the beasts, or so history says. But what happens if the rest of Westeros finds out they could just as easily train and bond with the creatures?

George R.R. Martin's Fire & Blood, as well as his other worldbuilding books, have long established that any House that comes from the old Valyrian bloodline has similar chances of bonding with the Targaryen dragons themselves.

The Targaryens happened to be the only surviving House after the Doom of Valyria, leaving them and the Velaryons to settle in Westeros as the only existing Dragonriders.

Remember: Targaryens are only one of the few dragon-riding Houses of old Valyria, which explains why Velaryons would sometimes arrange marriages among their families.

Still, they continue to merge among incest relations to keep the Targaryen blood within the family to expand and keep the dragon-riding ability intact.

At this point in history in the prequel, only Targaryens and Velaryon have proven these. Then again, the dragons also possess the choice of whether or not they are comfortable heeding their rider.

Considering that Jace is looking into Targaryen bastards called dragonseeds, season 2 is likely to introduce more families who have sustained old Valyrian blood and show more dragon riders beyond the two families in Westeros.
