Haruka Sakura has doubts about Hajime Umemiya, so it’s not surprising that he thinks Kotoha Tachibana is Bofurin’s real top dog in the post-credits scene of Wind Breaker episode 10.
Despite Umemiya’s efforts in the one-on-one match with Shishitoren, Sakura is still struggling with his feelings toward Umemiya, particularly his perspective on strength and power.

Haruka Sakura Thinks Bofurin’s Real Top Dog Is Not Umemiya
In Wind Breaker episode 10's post-credits sequence, Haruka Sakura talks to Akihiko Nirei about Hajime Umemiya's soft spot for Kotoha Tachibana.
Haruka couldn't help but conclude that Bofurin's real top dog is not Umemiya after witnessing his change in attitude and behavior in front of Kotoha as he stumbles upon her restaurant.
Nirei, on the other hand, agrees, stating that Sakura eventually figured it out.
Of course, Kotoha Tachibana lacks the combat abilities and proficiency of the other characters in the series, but she has a strong personality that even Bofurin's leader cannot resist.
This might become a running gag in the series since Umemiya would always choose Kotoha Tachibana over anything else because of their familial relationship.
Why Kotoha Tachibana Is Bofurin’s Real Top Dog in Wind Breaker
Kotoha Tachibana is the real top dog in Wind Breaker, at least in the eyes of Sakura and Nirei, because of how superior she is to Umemiya and how she influences their leader in inconceivable ways.
Kotoha is the only person capable of making Umemiya soft on his knees, extremely angry, or extremely sad and pleased. She holds a special place in Umemiya's heart that no other member of Bofurin could fill or replace.
After all, Kotoha and Umemiya were raised together in an institution. Following the death of Umemiya's parents, Kotoha became his supporter, acting as a kind and empathetic sister.
They share a deeper connection as they have known each other for a long time, making Kotoha more valuable to Umemiya than anybody else.
Because of this, if Kotoha gets into trouble, like in the first episode, there’s no telling what Umemiya will do. This is why Hiragi was insistent about not telling Umemiya about the Kotoha incident at all.
