Since The Ballad of Songbirds and Snakes takes place more than sixty years before Katniss' story, most of the main characters and the generation before them hadn't even been born yet.
This means that few known Hunger Games characters appear in the prequels:
President Coriolanus Snow
We met him as an evil old dictator, but Coriolanus Snow is the protagonist of The Ballad of Songbirds and Snakes.
In the prequel movie, Snow is just starting his career. He's ambitious and keen to restore the family name to its former glory.
Seeing the brutality of the Hunger Games, Snow has a chance to change, resist, and become a different person.
Given how he is we meet him in The Hunger Games, and we already know how that goes.
Tigris
In The Hunger Games Part 2: Mockingjay Katniss and her allies meet Tigris, a former Hunger Games stylist who betrays Snow in favor of the rebels.
The Ballad of Songbirds and Snakes reveals that Tigris is actually Snow's cousin. They used to be friends and lived together as teenagers and young adults.
When Snow rose to power, Tigris continued being his ally for several years and worked as a stylist.
By the Mockingjay's timeline, Tigris is an older woman with extreme tiger-like body modifications.
She tells Katniss that Snow fired her because she was no longer pretty enough for the Games, and she seems willing enough to betray him.
After all these years, Tigris likely grew increasingly disapproving of Snow's treacherous ways -- she seemed decent in The Ballad of Songbirds and Snakes.
Will Katniss Everdeen Appear in The Ballad of Songbirds and Snakes?
Katniss will not appear in The Ballad of Songbirds and Snakes as she wasn't even born at the time.
Similarly, most other Hunger Games tributes are too young to be in the prequel movie.
One of the few characters who was alive during the events of The Ballad of Songbirds and Snakes would be Mags, Finnic's mentor and the victor of the 11th Hunger Games.
