Yes, Uta is the main villain in One Piece Film: Red.
She antagonizes her fans, including the Straw Hat Pirates, Heart Pirates, Big Mom Pirates, and even Helmeppo and Koby, in order to trap them in a fantasy world where piracy and all other bad things don't exist.
Unfortunately, the events that influenced Uta's life tainted her bright and colorful personality.
Gordon's lies, as well as Shanks' disappearance from Uta's life, shifted her perspective, affecting her true calling.
Uta eventually decided to have a suicide mission with her fans in a virtual space she calls "Uta's world," where her fans will not be afraid of death, illnesses, or work.
Most notably, pirates will have no place in Uta's world.
She tricked everyone into thinking they were in Elegia for a once-in-a-lifetime concert by using her Sing Sing Devil Fruit power.
However, their consciousness and spirits will become trapped in her world, while their physical bodies will slowly die in the real world.
Not to mention that Uta can summon the Demon King of Songs, a monstrous being also known as TOT-Musica.
When a Sing Sing Devil Fruit user sings the TOT-Musica, the Demon King is awakened, wreaking havoc and destroying everything in both worlds.

Why Did Uta Become Bad in One Piece Film: Red?
In One Piece Film: Red, Uta became bad the moment Shanks and the Red Hair Pirates abandoned her on the island of Elegia.
Uta believes that Shanks and the Red Hair Pirates were evil people who destroyed the island, killed its inhabitants, and stole its treasures.
However, it was only a huge lie that Shanks had to cook up at the last minute in order to keep Uta from discovering the truth.
Aside from that, Uta learned how bad pirates can be.
Through the Den Den Mushi, she communicated with her fans all over the world.
This eventually opened her eyes to what she could do to usher in a new era free of pirates, as she had promised Luffy.
She even offered Luffy the opportunity to forego becoming the Pirate King in order to be with her, which he declined.
As a result, Uta was forced to trap Luffy and the rest of his crew, as well as everyone else, in her make-up world.
